After the departure of the JLA from Slovenia, the border patrol in Vič was taken over by MNZS. The object has since been used by members of the Slovenian police for the training of their units. The memorial site is also well maintained by them.
The memorial was erected in honor of Franc Leskošek - Luka, as a token of gratitude for his role as commander of the Main Staff of the partisan units of Slovenia and simultaneously as a member of the Central Executive Committee and president of the Central People's Assembly and a member of the Central Executive Council.
A large participation in the unveiling of the memorial indicated respect for a person who, besides military merits, was also a fighter for workers' rights already before the Second World War. Among other things, he also led the Slovenian Union of Ironworkers.
Franc Leskošek - Luka was a member of AVNOJ and a bearer of the title of National Hero, while at the same time he was the president of the republican committee of the Slovenian Union of Trade Unions.
