If the SNOS mobilized all men aged from 17 to 50 years in November 1944, women had to take over all responsibilities for the feeding of the army and for other tasks in the rear, as well as duties in political and economic organs of the authority. In order to make it easier for women to take on this burden, a meeting of active women of OF from the White Land, from Dolenjska and Nožnačka was held in Črnomlje on 14th and 15th January 1945. At this meeting, women committed themselves with a resolution to completely replace the men who were in military units or on other duties. On this occasion, by order of the Main Staff of NOV and PO Slovenia, 30 activists were awarded the Order of Bravery and 27 activists received the sign of Bravery for demonstrated courage and assistance to the partisan army. A plaque commemorating this meeting was erected in the wall of the cultural house in Črnomlje on 25th January 1959.
